中新网昆明10月8日电 (时文枝)日前，国家矿山安全监察局云南局公布云南省昭通市镇雄县大营煤矿有限公司“12·24”较大煤与瓦斯突出事故调查报告(以下简称报告)。报告认定，该事故是一起因企业主体责任落实不到位，地方煤矿安全监管不力，煤矿出现瓦斯动力现象后未按照突出煤层管理，在未消除突出危险的情况下，掘进作业造成的生产安全责任事故。
