Forty-two thousand tonnes is a utilization warning, not a rounding error
Gwadar's July-March FY2024/25 tonnage was roughly 0.057 percent of Karachi and Port Qasim's combined volume. The government also acknowledged that Gwadar cargo was mainly state-generated. These two observations make repeat private cargo and actual exports the next decisive tests.
The official table marks exports unavailable. Treating that symbol as zero would manufacture precision; treating port completion as commercial success would manufacture cash flow.
CPEC has a real-economy ledger and an external-account ledger
Generating capacity, highways, airport and desalination belong on the asset ledger. Debt service, fuel imports, capacity payments, profit repatriation, reserve liabilities and rollover dependence belong on the external-account ledger. A serious assessment nets both instead of selecting the more convenient one.
Pakistan's identified Chinese creditor exposure is not the same thing as CPEC debt. It includes deposits, swaps and commercial-bank claims. The distinction matters because a reserve-support liability behaves differently from a port loan and because gross reserves can overstate the liquid buffer available after obligations.
The fiscal bargain must pass an enclave test
Long tax holidays, long leases and full foreign ownership can attract capital, but they narrow the channels through which a host locality captures value. The missing series are therefore local wages, procurement, fisher income, land compensation, water and power reliability, and net provincial and municipal receipts.
National investment and job claims do not answer the local question without a Balochistan and Gwadar breakdown. A corridor can add national capacity while leaving a thin local multiplier.
A development claim needs a distribution denominator
Balochistan's poverty and women's access indicators make distribution central, not peripheral. They do not prove that CPEC caused deprivation; they establish the baseline against which claims of transformation must be measured.
For Gwadar, completion should mean more than concrete. It should produce observable service access, livelihood resilience, local employment and public revenue at a scale that can be compared with the concessions and security costs used to deliver the asset.
