The disappearance record is too large to hide—and too heterogeneous to flatten

The UN Committee Against Torture recorded more than 10,000 alleged-disappearance cases registered nationally since 2010 and no criminal convictions, while highlighting Balochistan and Sindh. That is a major accountability failure signal even though it is not an adjudication of every case.

Administrative disposal, tracing, release, unresolved status, alleged killing and judicial finding are different outcomes. Palimpsest keeps them separate because merging them would inflate certainty in both directions.

Competing counts reveal the measurement crisis

HRCP's police-jurisdiction figures and the Baloch Yakjehti Committee's post-Gwadar claims describe different universes and different verification standards. Publishing the totals side by side without scope would create a false comparison; suppressing one would hide the underlying crisis of trust.

The responsible record shows who produced each count, which geography and period it covers, what was independently checked and what remains an allegation.

There is no single database actor called the Baloch freedom movement

Parliamentary autonomy campaigns, nonviolent civic groups, diaspora or separatist advocacy and armed organizations differ in aims, methods and legal status. The phrase 'freedom movement' is a subject of political argument, not a safe entity key.

Lawful self-determination advocacy and protest must not inherit the acts of armed groups. Attacks on civilians must not be romanticized. State security claims do not suspend the duty to investigate disappearance, torture or unlawful force.

CPEC changes the distribution question; it does not answer it

Gwadar and CPEC add strategic and fiscal stakes to a province already marked by weak development indicators. The correct questions are local wages, procurement, fisher income, land and water access, revenue sharing and consent—not whether a national megawatt or highway total sounds large.

China's financing and political relationship with Pakistan require scrutiny where evidence shows a role. They should not be used as automatic proof that China directed a particular Pakistani abuse. Attribution remains incident- and source-specific.

What would change this assessment

A credible change would require a distinct enforced-disappearance offense, independent investigations, prosecutions where evidence supports them, judicially reviewable detention, public case-status data and safe civic participation. On the economic side it would require audited local distribution and service series rather than national claims alone.

The government's dialogue position is relevant counterevidence, but the test is observed institutional conduct and disclosed outcomes.

Human Rights Commission of Pakistan: Senior police officials gave HRCP 356 reported disappearances, 116 traced people and 192 unresolved cases within police jurisdiction; the Baloch Yakjehti Committee separately claimed 752 disappearances after the July 2024 Gwadar gathering, which HRCP said it could not independently verify.

Interpretation limit: Police jurisdiction covered about 18 percent of the province, and the two counts have different scope and verification. They must not be added or compared as if they were one dataset.

Government of Pakistan, Finance Division: Gwadar handled 42,500 tonnes in July-March FY2024/25, compared with 40.378 million tonnes at Karachi and 33.769 million tonnes at Port Qasim: approximately 0.057 percent of the two larger ports' combined volume.

Interpretation limit: The survey marks Gwadar exports as unavailable, not zero. Partial-year cargo tonnage does not by itself measure port capacity, profitability or future demand.
