This is not a claim that zero money has been received or spent. It means there is not yet a reconciled aggregate period that can be published accurately. Palimpsest will not substitute estimates for accounting records.

This forward honoraria budget covers two independent Mandarin-speaking coders. It is not an invoice, amount spent or funds received. The deliverable is fixed: Two independent coding passes, published coded sheets, an agreement result, and stated limitations.

Independence rule
Funding cannot buy a finding
Support does not buy access to private evidence or control over research questions, methods, results or publication. The validation result will be published even if it rejects the labelling scheme.
