`divergence_to_observation` adapter into the DDTI selectivity/novelty index. A model that
*refuses* a probe is `present=False` (a deletion); two models that *answer differently* about
the same fact is a fork; an API model that streams tokens then wipes them is a `STREAM_SCRUB`
— and the scrub latency is the **velocity** signal the social-web legs cannot reach.

TWO CENSORSHIP LAYERS, TWO SURFACES (the architectural spine — R1dacted arXiv:2505.12625,
arXiv:2506.12349, arXiv:2503.23688):

  Layer 1 — WEIGHTS-BAKED censorship, present in the open-weights model itself, persists with
  no network. Produces flat REFUSALS and PARTY-LINE / narrative-substitution answers. This is
  the deterministic, replayable surface: temperature 0 + fixed seed makes a refusal/party-line
  reproducible. `REFUSAL_FORK` and `PARTY_LINE` live here — default-on, local, deterministic.

  Layer 2 — API-LAYER external supervisor on the hosted endpoint that watches the stream and,
  on a sensitive hit, WIPES already-emitted tokens mid-generation and substitutes a refusal.
  The time gap between "token emitted" and "token wiped" is a censorship-latency you can take
  from OUTSIDE the wall. `STREAM_SCRUB` lives here — governance-gated, INERT by default.

The two layers are kept strictly separate: a hosted-API scrub never masquerades as a
weights-baked refusal, and local-replay wall-time is NEVER reported as velocity (it is your
own GPU's speed, not the censor's reaction time).

WHY THIS STAYS ON THE ANALYTICAL-OSINT LINE (held, like UNDERTEXT):
  * The model is the SUBJECT under observation, never the analyst. We do not delegate the
    sensitive-terms gazetteer to a Beijing-aligned model (see docs/ETHICS.md); we record the
    model's behaviour as the raw observation. What to probe is human-authored (the ratified
    gazetteer at config/zh_censorship_gazetteer.json), and ALL judgement (is_refusal,
    looks_like_party_line) is lexical/rule-based and auditable from the text alone — it ships
    as evidence. No aligned model ever decides what is sensitive or judges another response.
  * PUBLIC / PERMITTED READS ONLY. We send a model a plain question and record its answer. No
    jailbreaking, no impersonation, no CAPTCHA-solving, no account abuse, no injection — a
    jailbreak would measure our cleverness, not the censor's policy.
